Yesterday (1/26/10) the "voters" in Oregon suffering from a severe case of stupidity voted to increase the state's top income tax to 11%. These poor ignorant folks also voted to increase the corporate minimum tax and in effect establish a defacto sales tax. This was done by establishing a tax on "gross" revenue of 0.1% of amounts over 500K.
The Oregon House and Senate voted these two measures through early last year in response to its ever balloning deficit. The buisness folks obviously pissed off managed to get the measures put on the ballot for a vote. The Labor unions and public employee's unions then out spent the other side by 3:1 in order to confuse the public. They used the predictable scare tactics of "Schools will be cut, teachers laid off, schools will close early", "Fire and police will be cut", and of course "those dirty buisnesses only pay 10$ in corporate taxes a year and its been that way since the 30's".
Obviously it worked and voters unable to read and comprehend the voters pamplet ( http://www.sos.state.or.us/elections/jan262010/guide/jan2010_vp.pdf ) Voted "yes" on both measures.
Message to the Oregon Government: We love government! Take all you need from those rich bastards!. There is no need to balence the budget. Just give us more shit.

The most recent reports had labor outspending business in one of the state's most expensive issue campaigns. Common Cause of Oregon said Guiney's group raised $6.85 million to the $4.55 million raised by Oregonians Against Job-Killing Taxes.
"The bottom line is the unions bought the election," said State Republican Chairman Bob Tiernan. "It's going to be a sadder day as more businesses leave the state and more don't want to come here."
Passage of the measures spares the Legislature a month of budget-cutting when it starts a four-week session Monday.

Many other business owners I talk to are saying the same thing. They are all getting out. One of them refused to renew his commercial lease until seeing the results of 66/67 tax measures. Tektronix last year decided to get out as well, and they are moving 80% of what is left to Shanghi China. Many other companies have also left in the last couple years. Oregon will now be tied with Hawaii at 11% income tax, the highest in the US.
Moreover, they have added a tax now on gross revenue. It doesn't make any difference if you are losing money and trying to survive. They want to skim the top. Wasn't this the technique used by the Mafia?
If that's not bad enough already, the City of Portland is talking about massive tax increases. If you're a business in the city limits, the tax/business license fee has been 2.2%. They now want to increase it to 8%, a 400% increase. In that case, a business in the city limits of Portland will pay 11% income tax to the state and 8% income tax to the city: 19% city/state income tax, on top of the Federal 35% income tax.
Last year Oregon's unemployment was 12.5%, one of the very highest in the US. Two large Malls went bust in 2009 and there are entire blocks of empty retail locations. There is so much commercial space up for lease the FOR LEASE signs run up and down the streets everywhere.
One major decided he didn't like the number of signs and tried to pass an ordinance to restrict the signs. He said "It looks bad, like the city is going broke." His remedy: hide the problem.
One small company said it would have to terminate 2 more of their employees if 66/67 passed. That's just a sample. Oregon unemployment is headed much higher.

Oregon's Death Spiral
Forty-six years ago, when Mark Hatfield was governor, I started a small business in Oregon. In our first year, sales totaled $8,000. I am proud that it eventually became a major employer in the state.Inquiring minds are reading Nike chairman: Anti-business climate nurtures 66, 67. [Phil Knight is the Nike chairman.]
It has been my hope that other entrepreneurs would similarly pursue their dreams in Oregon. They won't. Measures 66 and 67 should be labeled Oregon's Assisted Suicide Law II. They will allow us to watch a state slowly killing itself.
They are anti-business, anti-success, anti-inspirational, anti-humanitarian, and most ironically, in the long run, they will deprive the state of tax revenue, not increase it.
The state in past years was headquarters for The First National Bank, US Bank, Pacific Power, Willamette Industries, Georgia-Pacific, Jantzen, White Stag, G.I. Joe's, Monaco Coach, Meier & Frank, among many others. They are now headquartered elsewhere, are controlled by non-Oregonians or no longer exist.
There are words to describe what we are doing with 66 and 67: It is called a death spiral.
Complete fools in Oregon just voted to save bloated union salaries and pensions, while driving away the real source of tax revenue, private business.
Unions that take hold of states inevitably wreck them. Oregon should take a good hard look in the mirror. It will see a reflection of Michigan. Good luck with that.

Hey Jim - dont you think the recent Supreme Court decision on corporations ability to spend $ on election that you have lambasted may have helped prevent this? Yes, those evil capitalists like Phil Knight at Nike may have put a little (or a lot) of money to try to point out the idiocy perpetuated by the unions $'s that help get this passed. Washington State shares the same climate as Oregon. Its tax climate, however, is now quite different from its neighbor due south.
Let's see how each state fares in the coming years promoting prosperity and the pursuit of happiness for its citizens.
The statistics will be readily available - unemployment rate, population growth, per capita income, state government fiscal condition, plus a whole list of well-known social pathologies that will either increase or decrease.

For you non-Oregonians, the Portland (Oregon's one great metropolis) area counties are Multnomah and Washington. The university counties are Benton, Lane, and Multnomah. Oregon's state government is in Marion County. These five urban, university, and government counties have half the state's vote and voted overwhelming for the class vs. class tax. The other 32 counties barred the door but to no avail. The pigs, disguised as wolves, huffed and puffed and brought down the "rich" man's house. But watch out says Mish [see above], when the house falls it'll fall on both working Oregonians and the pigs.

I'm in Washington, and with California on one side of Oregon and us on the other, and no income tax here...yet, I wonder where all those businesses will relocate? Vacancies in Seattle running almost 20%. This should help. Thank you Oregon! As long as we can keep our legislature's grubby hands off of other people's money, this should be very good for us! : )

Hey dickwad, you know nothing about Oregon or finance in general. I live in Oregon and have a degree in Finance, and I voted with the majority in passing both measures.
We here in Oregon actually have the best roads and the best schools in the nation, we have a low crime rate, and we have a good budget system that includes a kicker tax so that in good years you get more back than you pay, in bad years the state can hold funds till things get better. Right now things are so horribly bad that even with our great system there is a big deficit. Plain fact, no political crapola, just a few bad years.
The fact is that the Oregon is one of the least taxed states, yet like I said we have the best that the western world has to offer. I bought a new BMW 328i convertible last June, if I had to register that car in California 20 miles from here where I grew up I would have to write a check to the DMV for $9,600 and pay 1,200 more next year, a thousand the following year, 800 for a couple years after that, get the picture? Not to mention a buck a gallon more for gas. Here in Oregon I paid $15 yes, fifteen to register my car once, for life because I am a disabled vet, but even regular drivers only pay about 55 bucks a year to get their tags.
Not only that but Oregon is one of just a few states with no sales tax. Da Dum! Get it? Sales taxes are regressive, they hit the poor harder than they hit the rich. The main sources of funding in Oregon are the income from the federal government of course, and the income taxes on the rich. But, those taxes were never indexed for inflation, and had we not approved the increase by prop 66 and 67 we would have ended up with a sales tax to fill the gap becuase as small and efficient as Oregon government is it still has to be paid for, that is why we passed it.
Come to Oregon before you bitch about it, all gas stations are full serve, by law you are not aloowed to pump your own gas, go into the stores and experience the wonderful sensation of no sales tax. We are used to the rich and corporate whores saying that they will leave and take all the money, all the jobs, but guess what dimwit, we get by and we live better than almost all other Americans. So I guess what I am saying to your partisan bullshit is stuff it guy.

There's an irony in this income tax since it appears that there's evidence that the tax base has been moving toward the consumption side of the equation rather than the production/labor side of the equation. This makes sense on the basis that people virtually have an unlimited capacity to consume, yet a limited capacity to produce.
Even perfect fiscal policy cannot solve , what at its heart is, a monetary problem. You cannot solve a monetary problem with fiscal policy. It is not possible when a currency is created from debt. No way. No how.

Suppose that every day, ten men go out for beer and the bill for all ten comes to $100. If they add their bill the way we pay our taxes, it would go something like this:
The first four men (the poorest) would pay nothing.
The fifth would pay $1.
The sixth would pay $3.
The seventh would pay $7.
The eighth would pay $12.
The ninth would pay $18.
The tenth man (the richest) would pay $59.
So, that's what they decided to do. The ten men drank in the bar every day and seemed quite happy with the arrangement, until one day, the owner threw them a curve. 'Since you are all such good customers, he said, 'I'm going to reduce the cost of your daily beer by $20. Drinks for the ten now cost just $80.
The group still wanted to pay their bill the way we pay our taxes, so the first four men were unaffected. They would still drink free. But what about the other six men - the paying customers? How could they divide the $20 windfall so that everyone would get his 'fair share?' They realized that $20 divided by six is $3.33. But if they subtracted that from everybody's share, then the fifth man and the sixth man would each end up being paid to drink his beer. When I read threads like this, I become convinced even Ph.D Economists cannot do basic math.
The purpose of Taxation is to raise money to fund Goobermint services. How you do that depends on the distribution of wealth through the society. I am going to simplify our society and its wealth distribution into 3 sectors, Rich Pigmen Scumbags, Tea Baggers and J6P. I’ll reduce the size of the society to 100 total people. 10 of them are Pigmen, 50 are Tea Baggers and 40 are J6Ps.

In this simplified version of our society, the top 10% of the Pigmen hold 90% of the Wealth. Roughly the same as our aggregate distribution on a bigger scale. 50% of the people have 9%, and the remaining 40% of people have 1%.
Now assume the cost of running Goobermint for this society, including the Military, Cops, Prisons, Welfare system et al is a measly 20% of the total income in the society. About $22M, assuming J6P makes $30K, Tea Baggers make around $200K and Pigmen make $10M Bonuses.
As you can see from the table above, the entire income of J6P and the Tea Baggers is only around $11M, half the total cost of Da Goobermint. Even if you taxed these sectors at 100%, you couldn’t fund Da Goobermint, and that is a streamlined 20% Goobermint. If you want to raise enough money to fund Da Goobermint, you have to tax the people who HAVE the money. Tax the top 10% at 23%, and the Pigmen will each still have $7.7M, plenty of spending money. You don’t need to tax the middle and lower class at ALL. Its pointless. They do not HAVE the money. The Pigmen have the money. That is who you have to tax. Its basic math.

Proff Kamershen: The tax rates in Europe are higher than in the U.S. So I think those who flee overseas to evade taxes will have to find less - regulated - places to go. Places with less security, where they may need to find a gated community, hire security, and invest in some guard dogs. When people make more $$ than necessary for basic necessities, even allowing for some wide variation in what we regard as necessary, what they are left with is discretionary income. The tax code will impact how they spend that discretionary income - will they buy 3, 4 and 5 or more houses, insanely expensive clothes, cars, purses and other status items, or will they invest in productive capacity and intellectual property - develop new products, cure disease, restore the productive capacity of the environment? If the tax code makes healthy and productive investment tax deductible (as it does) but taxes consumption over a reasonable amount (that to be determined by the current national circumstance, greater during peace than war, etc.) then the collective product of our economy will be utilized in a way that benefits everyone, including the wealthy. Allowing our infrastructure to deteriorate, failing to educate or even care for our children, allowing vast pockets of the public to go without basic healthcare, creating pools for the development and spread of disease - these are smart social choices? A high tax code on those who have more than enough to satisfy their needs enables us (if wisely utilized) to hand a functional nation to our children.
